    I’d only raise the grain and sand off if I was using a water based finish. Do you have some offcuts you can test on? If not I’ve done a first coat on the underside first to check I like a finish.

    If the piece is going to live outdoors then I would say stainless steel fixings are a must, blue black staining will occur if the wood is wet, the oak will corrode regular steel fixings in short order*. *short order likely being 10+yrs but not the 50+years that oak can last outside.

    The problem with something like the Kreg rip cut is that it uses the edge of the board as the reference surface. On the first cut this will be spot on, but cut after cut the errors mount up, with a straight edge you can ensure the edge is straight and square, or at any other angle you want.
