Had day off today. In parallel with other jobs and visitors, managed to make some good progress: 'stop cut' lines all carved: .... and made a start on removing intermediate waste together with defining leaves and background depth: These are the cutters / burrs I have found most effective...

Chas, From my reasearch, breaks down into three groups: Dremel et al - general purpose multi tool, max speed approx 20k rpm. Dedicated elec power (mastercarver et al), dedicated carving tool, micro motor in hand piece, speed upto 50k rpm Pneumatic carvers, detail only, minor material...
