    I'm not sure what you mean by a charge only cable. You could just buy a standard cable and doctor it. I'd still be inclined to doctor the outlet, though, if you have access to the data pins.

    I'd hope not, as they could possibly cause problems if used with power supplies that not source 1.5a. Although in practice, that would only be USB ports on older computers, I suspect.

    If you can access the data pins, just short them together. That may be all it takes. If you don't have easy access, find another charging cable, break into the cable and short the data wires together. Best case scenario, it'll then charge at 1.5 amps, so your 3300mah battery would take 3 or 4...

    They don't "put out" 2.5 amps, they might be capable of supplying that current, but the charger circuitry in the phone/tablet determined how much current is drawn.

    Just checked out my "fast charger" that came with my Xiaomi phone. Defaults to 5V(as you'd expect), but then, presumably after some negotiation, increases to 9V. Probably proprietary, I guess.
