The item is a verge clip for fixing roof tiles on the end of the run. I fitted them on my workshop to prevent wind lifting the tiles. Should be available from any roofing or building suppliers. e.g. Forticrete Gemini & Minislate Verge Clips - Pack of 50 Various makes available Dry Verge article

For hollowing end grain I would drill the centre hole to the depth required using either drill bit or sawtooth forstner and then hollow from the centre to outer with a spindle gouge adjust tool rest to suit the overhang. There are many videos on YT showing how it's done. You can also use...
