    I doubt it but just ask the estate agent or your BCO. They aren't out to get you. They do look horrible though - I'd replace them a.s.a.p! PS and that horrible front door! End of terrace means a cold gable end wall - damp may be condensation and would ease off if the place lived in and warmed up...
