What's the T shaped doo-dah that he uses? It looks vaguely familiar, is it specifically for this kind of application or was it made for something else and the maker just press ganged into service?

The German commentator referred to it as a "Ziehmeißel" which translates as a "draw chisel". He was using it for grooving amongst other things.
